Abstract
Water bloom is one of the indicators of climatic changes and technogenic impact on the environment. In both the historical and present-day context a global spread of toxigenic species of cyanobacteria in blooming continental water bodies is noticed. The examples of mass poisoning of people and animals on the planet are given. Safety of drinking water, recreational activity and fishing, durability of pipelines, flood-gates and power station facilities are closely concerned with water bloom. Numerous surveys are being held on water quality improvement and normalization of regulation processes in the natural biocommunities of blooming water bodies. However, no considerable success was achieved. In this regard the new methodology of regulation of the continental water bodies blooming is being developed, the essence of which is based on the number of fundamental and applied surveys.

Abstract
The development of region's strategy of economy modernization requires an understanding of which competitive ability factors must be put in its basis. Praxis shows the strategy built on usage of natural factors to promote the narrow specialization of a region (usually concerned with resource mining and production of part-through materials). Strategy based on newly created factors enables to create the secondary competitive advantages and contributes to a region's economy. On this basis the author has carried out the analysis of Russian regions that allowed to determine the factors of its competitive ability and to estimate how effectively they are used. On the ground of its results the standard strategies of modernization and competitive growth are proposed.
